Local languages in West Africa (French), South America (Spanish),
Middle East
(Arabic) are all affected. Users in there regions trying to use and develop
local language translations will fallback to English instead of the regional
lingua franca. We have that situation in South Africa.
I don't think users should have to do this in general it should be done by the
system automatically, eg zu:xh, en_AU:en_GB, should be hardcoded somewhere.
So maybe s-c-l could set LANGUAGE fallbacks for certain languages, but really
this should be done by gettext/glibc/gdm at runtime since otherwise it only
works for the system locale anyway.
