It may be of some interest that it is suffice to use the old file from Fedora-hosted Transifex (policycoreutils.HEAD.<locale>.po) to have 450 messages (from 490 empty messages you have) ready after the merging.

No, that's not the solution: better is to file a Bugzilla ticket for them to push translations file in all languages. that's only one command line for them.

To be honest, if you do not have them already (I archived all Ukrainian translations during transifex.net migration) it's not a trivial task.
The translations come as a patch to the core package [1]. You should extract core package, patch it, then use <locale>.po for merging.
Just in case if the ticket mentioned in Kevin's message will not help.
