Has it has no maintainers, new translations could no be packaged,
therefor we need to close translations, or ask them do become
maintainer if they are able to update translations in RPM.
s-c-bind has one owner and a couple of comaintainers. [1]
It doesn't seem to be a problem, unless the current package
maintainers are too busy with other tasks.
