This was indeed the idea I had. I feel like an unconnected user should
be able to contribute by submitting suggestions.
Use case I see, are people who:
* don't feel like being officially part of an l10n team to help
* don't like the idea of creating one more account somewhere
* don't feel safe or legitimate to contribute (for reasons we may or may
not understand)
* haven't understand yet how to join us
I also feel like subscribing to the l10n mailing list should not be
mandatory, but just an invitation.
This is how it worked for me in the Nextcloud team, I joined, I
contributed, and someone sent me a welcome message and told me about
there were a mailing where to ask question and a little documentation to
harmonize the translation.
As I understand saying hello to a mailing list is being polite, do we
really want to force this to start contributing?
Kind remember about mailing lists: we try to limit quotes on what is
mandatory to understand the answer ;)
