ISO 639 and all the others you mentioned are not fully translated to Hebrew for example so I don't think it's a good reference.

Translation into which languages? There are actually translation projects for all
nations of the world into a specific language in the TP project at
http://translationproject.org
They translate amongst others ISO 639, 3166, 4217 and 15924.

In glibc, translation of the country name and the language name into the native
language are available in the glibc locale for that country and language.
Are you saying thta this is also available in CLDR?
