Hi,

what's the behavior with other desktop/distribution? It is unlikely Fedora has a unique way of treating with language code which are coming from standards.

I think you should discuss this with i18n team (mailing is: i18n@lists...), and prior to contact them, open a new issue in bugzilla.

This is translation mailing list, you may find some help about how to translate, what to translate and announcements.
The i18n handle everything related to the mechanisms to bring translation into the system (locale management, keyboard, fonts, Unicode, etc).

They would probably bring you in touch with anaconda team.
