I remembered that there was a discuss about the user wiki page. It is not a required procedure to become a L10n contributor. However we encourage people to create their own user page. And the current policy for that requires the user to be in at least one non-cla group, so you have to join in another non-cla group to edit wiki pages.

Your first message to the mailing list needs human review, so it takes time, sometimes very soon, sometimes in several days. You may see your self-introduction on the zh_cn list now, it's approved.

Before you begin your contribution, these wiki guides[1,2,3] are recommended to you to read.
