Rationale: some people translate stuff. Some new contributors start
translating without being part of any FAS group. As stated in the past,
a FAS group membership is no more required to access the translation
platform (like it was with Zanata), and this is good because it lowers
the contribution barrier. On the other hand, people performing
translations are in no way recognized for their work (there aren't even
badges for translators). And ok, I don't contribute to a project
because I need a prize or anything else. But I think that it is in some
way important to take care of "feel part of the community".
CLA+1 is a global Fedora community issue I can't do anything against it.
I did manually added translators in CLA+1 in the past:

But it just consume my time, and this CLA+1 system drives me crazy
anyway.
Zanata was incompatible with contributor reward, and the Weblate
migration allows to do it.
The Weblate dev did a specific work for us to sends messages to our
infrastructure:

It's ready for more than a year now...
But our infrastructure doesn't allow external system to send

If you feel like taking over the subject, you are welcome to gently
shake the community to make this happen. I'm tired.
The only thing I'll put my veto is the Badge design, I want no flag in
it. We are here for languages which are cross-borders.
