Adding only in CC works. It works in 2 way. All the updates on bug will
get posted to trans-bugs mailing list, so anyone subscribed to list will
get this info.
Also one can run simply bugzilla query for bugs with trans-bug mailing list
in cc and get list of those bugs. (though this can also be done with adding
keywords in bugzilla.).
