I second your thoughts.

Since AFAIK no one is actively leading the Trans Group, and i assume both of you don't have rights in FAS to sponsor someone, so opening an issue in Pagure would be helpful.

Hovewer, even if weblate doesn't require that, it would be nice to be
able to add people to the FAS group.
I think stupid things, but. Being part of a FAS group is something like
a reward. Someone could proudly says "hey! I'm part of the Fedora
translation team". Without a group membership ok, you can do the work,
but meh. In addition, other than giving a formal membership, FAS group
membership grant you other stuff, like the ability to vote, a mail
alias, web space on fedorapeople, etc. I think that this is an
important way for people to feel welcome in a community.

So, it could be the case to revise group membership, even if not
strictly necessary to do the translation work.
