Probably yes, why not.
What is it that I have to do now in this special case?
My recommendation is that you should:
1. Rewrite the history of your fork, remove the unnecessary commits with
the comments "Create test" and "Remove test". [1] You may find
some
recommendations never to rewrite the git history because it causes lots
of confusion to other users but you can ignore them in your case because
there are not "other users" of your fork (yet).
2. git push -f
This command updates your github repo, "-f" confirms that you want to
rewrite the history.
3. Make a pull request. [2]
There is need
for a review of course. I could imagine some revisions eventually, but
it is something you can work with ... ^^

The project maintainers have enough power to review accept or reject
your pull request but probably not enough knowledge about the German
language so it may be difficult for them to review.

As Jean-Baptiste mentioned, it is reasonable to manage the translation
of Flatpak docs via Zanata. [3] But this is a job of project maintainers,
I'm not sure you have enough power to do it (although if you do you are
welcome). Anyway, you are welcome to make a formal introduction and join
the German translation team. [4] I'm sorry I can't help more, I'm neither
a German translator nor a Flatpak maintainer.
