It can be translated online in Transifex  or a translator may
download the po file for working offline with it using a po file
editor like poEdit, and then upload the translated file to transifex.
Later, the project maintainer downloads the po files and create the rpm.
Po files are generated from the pot file in transifex, normally
reusing previous translations.

It may happen that you noticed and translated some bits of elfutils
catalog  from 'Fedora Upstream Projects' release.
If you check elfutils git repository  you will not find your updates.
Moreover, you can notice that the template on Transifex is outdated.
It can be derived from a developer words , that they will not use
Transifex for translations anymore, like PulseAudio developers. But unlike
PulseAudio developers (who do not give even a damn to translators for
months) they rapidly react on translator requests in Bugzilla.
So you can update your translations from the repository template and
commit them through Red Hat Bugzilla.

Some elements of the gnome-shell present bad translations using the es_MX
Version-Release number of selected component (if applicable):
Fedora 17 with the latest updates (08-23-2012), Gnome 3.4.2
The authentication modal dialog prompt displays, in the password field, and the
removable drives notification display english text instead of the correct
Steps to Reproduce:
1. Trigger an authentication prompt, and look beside the password field
2. Plug a device, eject it and look at the notification
3. All these using the locale es_MX translation.
