Are there requirements on the header?

Are there any requirements on the headers of po files for Fedora? In
the Translation Project there are some pretty exact requirements on
the format. Refer to point 7 of
http://translationproject.org/html/translators.html for details. The
Fedora files I've updated have had different headers. While some was
similar to the TP versions, others assigned the copyright to the
initial translator.
Does the Fedora project have any opinion on this? If it has, I could
follow that for new translations. But what would be necessary to do
to make non-conforming header to conform to those rules. I mean,
for example, that I can't just change a document where an individual
has copyright and assign it to the FSF or someone else. But would an
email exchange with the copyright owner be enough? Or what would be
required?
Or, maybe the right question is: Where should I ask these questions?

Hello!
My name is Jorge Barrera Grandon, originally from Chile, but currently
living in Norway. :) I work at a Norwegian Linux company named Linpro,
within Helpdesk, and have been working with Linux for the past 4 years.
I'm not much of a programmer (other than PHP), but I have had some
previous experience with translation. I spent a few years translating
general Linux-documentation from English to Norwegian, and I was also an
active participant with DokuWiki a while, also with translation. Having
"discovered" Fedora recently, as I've been a Debian-type of guy for a
while, I decided that it was time to contribute back to the Open Source
community once again.
As for communication, I can be reached on this email or on IRC
(Freenode), using the nick jbarrera, on the channels #fedora,
#fedora-devel and #fedora-l10n.
