TQSG update: Accounts and Subscriptions chapter should be excluded

Hello!
The Accounts and Subscriptions chapter should be excluded from TQSG
and make it a separate small guide. So, it would made easy (in future) the
development of a single Joining Guide for entire fedora Project System. The
joining Guide should be made the prerequisite for TQSG. I've updated ideas
on TQSG update wiki page.

Testing and verifying changes to flpweb b4 LIVE

A quick note to remind that before committing any changes to the flpweb
module XML files, a `make` should be run to make sure the files have
correct syntax.
Also, before made LIVE, the changes should be tested on a local version
of the flpweb, otherwise with any errors the website might choke. If you
don't have one, drop a note to me or Diego on IRC. :)

selinux-policy man pages translation (Russian)

I have opened a bug #306521.
Another man pages translations to Russian after policycoreutils (bug #250741).
I translated all man pages from selinux-policy (refpolicy) to Russian language. I hope it it will be
useful for security specialists in my country and will take part in SELinux popularisation.

Error on trying to commit

I just wanted to commit my de.po of summary; but It doesn't work!
I got the following message:
$ cvs commit -m '' de.po

FLP meetings

Hi,
Today's meeting has been canceled, we've run out of topics to justify
weekly meetings. As discussed earlier we're going to change the ritme of
FLP meetings to a bi-weekly schedule. This means every even-numbered
week the meeting will take place in #fedora-meeting at 19:00 UTC, so
that means the first meeting with the new pace is next week.
If anyone wants to give any updates on what you're working at the
moment, don't hesitate to drop a note and let us know! Communication is
the start of collaboration :-)
Some reminders:
1. Today is translation freeze day[1], which means that
translations for software must be in today to get included in
the Fedora 8 release.
2. Release notes translation for Test 3 freezes tomorrow[2], but
every language with some translation will be included in Test 3.
For the gold release a required amount of translation will still
be needed for inclusion, this to emphasize the professional
polish of the distribution.
