Since there is a Chinese page, so maybe put the "*ja*" to link is not good.
I thought it should be "*zh_CN*". I can get translating project by with it.

Right, the link(ja) used in online translation tutorial is just a
example.(“如” means it's an example, just teach you how to do.)
You should use zh_CN.
The examples in the tutorial is outdated. Please translate your favorite
components in which you are interested at:
fedora.transifex.net.
