I downloaded Fedora-Workstation-netinst-x86_64-27-20178018.n.0.iso and installed it in a VB VM. I ended up with a mix of fc27 and fc28 packages. The /etc/os-release file said it was Rawhide. Then I tried Fedora-Workstation-Live-x86_64-27-20170818.n.0.iso. I ended up with a f27 system and no f28 packages. Before I tried to update it I checked the files in /etc/yum.repo.d and Rawhide was enabled and not Fedora nor Fedora-testing. I fixed those files and tried to update. No updates are available. Perhaps the fedora-release package has not been completely fixed for the new release.

It had not been in that compose, no. It will be whenever we manage to get another F27 compose to complete.
