This is a bug in the packages themselves, not a dnf bug. It should be
reported, but if you look you'll likely find it already has been.
As F22 uses Bodhi, the easiest way to start checking on this kind of
problem is to find the update which contains the affected package(s)
in Bodhi. So we go to
https://admin.fedoraproject.org/updates/ and
type the name of the package being updated into the search box:
'plasma-desktop'. And we find...
https://admin.fedoraproject.org/updates/FEDORA-2015-7070
and indeed there's a comment mentioning the same error:

and we can see that the update has been recently edited to replace
plasma-desktop-5.3.0-2.fc22 with plasma-desktop-5.3.0-3.fc22 . So,
once that edit makes it to your local mirror, this problem should go
away.
