This is still a bug in Fedora-Workstation-Live-x86_64-Rawhide-20180204.n.0.iso, and every ISO I've tested for over a month; and this bug was filed back in December. Near as I can tell, no one's been able to do live installations of Rawhide in about two months. I can reproduce it in a clean virt-manager VM, and on baremetal.
Does this bug need info to get it fixed? I'm unclear what the hold up is.

This part isn't strictly true, though. This only happens if the medium is considered 'removable', I believe. Installs using an actual optical disc or in a VM with the ISO attached as an optical disc (not a USB stick) should work fine, and do work fine in openQA:
