If it worked it would have suggested some kind of not-
sufficiently-strict dep between dnf and libdnf is likely the problem.
I tried package version matching for *dnf* and found no differences between what
was on mirrors and what was installed. There are/were about 3-4 sets of versions
among the dozen or so packages. I agree this must be some kind of failed dep
problem. It's quite disconcerting seeing it happen right after announcing a fresh
F30 testing request.
