Nothing appeared to suggest any such package exists, but it &/or its python3-librepo
sibling was indeed the solution. Thank you! :-D
This kind of piecemeal updating is not supported, so it doesn't
really
affect the release process. All the recommended update methods for
Fedora involve updating all packages together.
I don't see that I have any choice. Atomic simply doesn't fit my long ago
established
allocation and usage systems. Fedora is the only place that tries to force it. I have
to work around that as best I can. It's often easier to start over with a restore
than
to fix when a workaround breaks something. Other distros with the same space allocation
work fine without atomic, the Debians in particular, which might have a stricter
working definition of requires/depends than anything else. It's tough to tell for
sure,
since I never use Plasma on them, while on Fedora I mainly use Plasma.

3-4 each of of Fedora releases among the rest:
