Sorry for the late reply, but I forgot to post this a few days ago: I
wanted to note that I don't think that's correct. It affects everyone
who uses the QA trac instance, including non-developers, to an extent.
Non-development users may have a reason to prefer the 'separate trac for
development tickets' option.
