Unlike what some have suggested, the quality of a released beta is not trivial.
There's an expectation that a later beta of a product will be in "better
shape." Unfortunately, that's not fair, given the desire to
incorporate packages such as the newest GNOME. So Red Hat has additional work to do.
It is also worth pointing out that many of the things that will make
it into the next beta are currently available for download in the
up2date channel that was created this week.
For those who have been downloading these updates the beta testing has
continued, with new bugs being found and reported and fixed.
