Marek looked at it and confirmed my analysis. He also stated the issue will be solved.

So IMHO there is no point discussing dep issues of certain packages, because the issue is simply that options from download are not carried over to reboot. If this is tixed, all will be fine.

If it is not fixed by end of the week, I'll work on it when back from hols.

I also don't see this as a blocker, as a workaround is available and so far the issue only hit very few installations.

It's not going to get fixed magically. Needs a bug report and probably
should be proposed as a blocker. Final freeze starts in just over 1
hour so any fix will at least need to be granted freeze exception but
that too requires a bug report.
