I doubt your CPU has anything to do with 16 not booting. There's no
intentional change to 16 which would cause that, and I'm pretty sure we
still have quite a lot of people running on P4s.
Actually, there was a change in the ACPICA code that broke a number of
P4 motherboards entirely that went out with F16. That was in 2.6.39,
and F16 shipped with 3.1, and it wasn't fixed until last month.
I have no idea if that is the issue Michael is seeing with F16, but
it's possible
