Fedora 18 32bit, LXDE Desktop, English(US), only "Applications for the LXDE Desktop" installed.  Input on  LXTerminal "su -c 'yum install system-config-language'  ", as previously Martin suggested,
YUM said "No Group named german-support exists: ....continue...". Now the German version is installed, I think, the same as if I would have chosen German language during installation time. Whatever a "Group german-support" is, I don't know.

As was previously mentioned "system-config-language" appears not to be installed by default.

Once you "yum install system-config-language"  the "Start>Administration>Language"will be there.

If you feel that it should be installed by default when LXDE and Xfce are installed then simply write a bugzilla requesting that.
