What does "the above change" refer to? Since you top-posted, it's
impossible to say.

If you log in as root, you are root and can do whatever root can do. Are
you saying this is not true?

And since when do "top" or "ps" require root access?

With F10, there is no gui access with root login. I can change an entry in /etc/pam.d
but then, root works in essentially read-only mode.

Since root is not blocked from the command line, I see not why it should be blocked from Gnome.
