Searching, it seems to me, you need report upstream i.e.
https://github.com/rpm-software-management/dnf5
the lack of repomanage or one similar command is expose here:

QEMU/KVM virtual machine.

createrepo_c --update -c cachedir Packages

After the latest system update get the message
Unknown argument "repomanage" for command "dnf5". Add "--help" for more
information about the arguments.
It could be a command provided by a plugin, try: dnf5 install
'dnf5-command(repomanage)'
Temporary repodata directory Packages/.repodata/ already exists!

Kernel 6.10.0-0.rc3.32.fc41 doesn't boot on QEMU/KVM virtual machine

Following the development of fc41 on a QEMU/KVM virtual machine. After a
few days away, updated to the latest rpms. Booting the
6.10.0-0.rc3.32.fc41 kernel that came with the updates fails with a
black screen with a cursor and some characters in the center of the
screen that differ with each boot attempt. Reverting back to
6.9.0--64.fc41 runs .

Hello all, I've been a Linux user/fan for a long time and trying to get more involved.
Worked in IT for many years. Stepped away for awhile but getting back into it. QA is kinda new but it's been fun especially with Fedora and its awesome community.

[Rawhide Test Week] DNF 5.2 2024-06-05 through 2024-06-11

Hey Folks,
Many of you by now know that in Fedora, we try to open up more
opportunities to test upcoming features which are currently being
developed. This time DNF team is working closely with Fedora QA to run
the DNF 5.2 test week[0].
As a part of this test week, we will be specifically testing the
system-upgrade feature. Previously, DNF would leverage DNF plug-ins to
do system upgrade. This is now baked into DNF 5.2 and this test week
will focus on testing that feature.
Needless to say, we will also be testing the regular DNF features. You
can always go ahead and submit the results here[1].
