You could try scst instead of targetcli:
http://scst.sourceforge.net/
A couple of gotchas that I had to figure out with scst is make sure you
install the linux headers with something like "apt install
linux-headers-$(uname -r)", also "make 2perf scst_install scstadm_install"
before installing any other components, "make" will give you a list.

correct
according to the docs.
