I switched to Fedora 25. Now targetcli shows user:glfs and user:qcow.
But there is no option to configure backstore using user backed local file. Any
suggestions how to proceed? i want to try out the user file handler example
(file_example.c).

You most likely do not have all the dependent packages on the list.
I'm currently on ubuntu and I use:
debhelper (>=9), cmake, libnl-3-dev, libkmod-dev, libz-dev, libglib2.0-dev,
glusterfs-common, libnl-genl-3-dev, librbd-dev
