I installed configshell-fb, rtslib-fb and targetcli-fb. When I run targetcli, the "user" backstore does not appear. Without it, I could not create a LUN associated with a device created by tcmu-runner.
I happen to have an old targetcli-fb around and it has the user backstore. It has version 2.1.fb41. See below.
targetcli shell version 2.1.fb41 Copyright 2011-2013 by Datera, Inc and others. For help on commands, type 'help'.

The recent targetcli-fb has version 2.1.fb43 and it no longer has the user backstore.

Is this a bug?

tcmu-runner now exposes an interface on the DBus system bus instead of the session bus, you may need to update your tcmu-runner since that's where targetcli fb43 is looking for it. Also, see the tcmu-runner docs for the .conf file you have to place correctly, so tcmu-runner is allowed on the system bus.
Let me know if that doesn't get you going.
