Maybe some Ubuntu users would chime in, I know Timo Aaltonen had been
packaging newer SSSD releases in the form of a PPA. Not being a Ubuntu
user, I really don't know if those PPAs still exist.

All I tried to say is that upstream-wise, it's not very likely anyone
will jump on debugging issue with 1.11.x if 1.13.x is working..

OK, so I went ahead and installed the PPA version which gives 1.12.5 and that is working with same config.

   $ sudo add-apt-repository ppa:sssd/updates
   $ sudo apt update
   $ sudo apt install sssd
   $ sssd --version
   1.12.5
