Asif please try using the -n option also

sss_override user-add mwvande -n mwvande -u 4311

Also you perhaps need the group option   -g 4311   (I assume here the users group is 4311)

# sssd --version
1.15.2
# sss_override user-add mwvande -u 4311
# systemctl restart sssd
# sss_override user-export foo
# cat foo 
(no output)

I also tried it without the restart

# sss_override user-add mwvande -u 4311
# sss_override user-export foo
# cat foo 
(no output)
