pac responder was not properly detected with krb5 1.12 library,
because it was not recognized as supported.
The simple patch is attached.
Just for your information, this check is not needed for the PAC
responder directly but for the authdata plugin sss_client/sssd_pac.c
which send the PAC data to the PAC responder during related calls to
libkrb5. The interface for the authdata plugin is still not public but
I've checked that there are no API changes in 1.12.
