- the function sss_is_selinux_managed does not create the handle. Handle must be passed

- the function get_seuser was renamed to sss_get_seuser in order to distinguish it from

selinux.h
Also after discussion with Lukas, these changes originally requested in review were not
actually made:
- the header selinux.h was kept, because it is needed for the getuserbyname
- the inlining was not made because of the static funtion that is also used on other place
