I like this one the most. If there is no portable way of autodetecting
the directory, we should just add another configure-time option or even
just cp the file during RPM build and not install it from Makefile.am
Ideally polkit would expose the rules directory via some pkgconfig file,
but in the absence of it, we shouldn't probably try to be too smart.
