Yes, we stopped shipping a default configuration file because it had a
tendency to confuse people (they thought SSSD was ready to run out of
the box). So it got moved to /usr/share/doc instead.

This way, you always have to generate your own configuration (or use
authconfig/SSSDConfig.py to do it for you).
