We need to open a separate bug at some point on how we're actually going
to fix 425. That ticket itself is being used to track allowing symlinks
for now.
The password file should be edited manually. We will provide an upgrade
script to migrate any existing passwords to the new format once, but
this is very simple and does not require an ini_config interface. (Most
likely we will just use Python)
