but that just displays the scl error/usage page.

but that doesn't adjust $ENV{PATH}, $ENV{MANPATH}, etc as it doesn't
execute the collection's enable script.

I solved this by creating a wrapper script in bindir:
#!/bin/bash
COMMAND="ruby $@"
scl enable ruby193 "$COMMAND"
The only downside is that it can't accept commands like
ruby -e "p 1+1"
you have to quote all parameters that you pass to Ruby like this:
ruby '-e "p 1+1"'
maybe there is a better solution, but I didn't find it.
Anyway, this works good for my scripts.
