scl can read standard input, so you can do something as a:
$ scl enable ruby193 - <<EOF
bundle install

Not sure if that can helps you.
Thank you. That works great!
SCL="scl enable ruby193"
$SCL - <<EOF
ruby -v
EOF
SCL="bash"
$SCL - <<EOF
ruby -v
EOF
and the output is:
ruby 1.9.3p327 (2012-11-10 revision 37606) [x86_64-linux]
ruby 1.8.7 (2011-06-30 patchlevel 352) [x86_64-linux]
I have another question. Would you be open to upgrading the bundler
package to 1.3.x ? The 1.1.4 version doesn't support Gemfiles with
:ruby_20 platforms. Here's what happens:
$ bundle exec ruby
`ruby_20` is not a valid platform. The available options are: [:ruby,
:ruby_18, :ruby_19, :mri, :mri_18, :mri_19, :rbx, :jruby, :mswin,
:mingw, :mingw_18, :mingw_19]
