I'm not sure we'll have the Modularity Working Group spun up fast enough to provide a Fedora custom base by F24, so this is good from that point of view.

though the Everything tree is installable now and provides a generic customisable os installer.

Yeah... I'm more concerned with offering it as an official deliverable and publicizing it as the official thing to use for this case -- I don't think we'll be ready for it without a concerted push, and the group that _should_ be the new owners of that is Modularity WG, which is not really spun up at all.
