Yes, but I'd say it *also* falls under the Server group's domain.  I think the present Server group is focused on Roles, so we'll have to figure out what pieces fall where.

To me the biggest question is around whether or not Fedora ships an official Docker base image (or more than one), and what degree of support/promotion occurs for that.
