I don't think it *should*, because the boot.iso also retrieves the comps.xml
from the Everything/updates repositories, right? So anaconda would have the full
list, not just the truncated version generated by pungi.

Sure, but even for your use-case, I bet it could be a lot more "minimal" than
it
is today. It needs curation and that should probably be a Base WG responsibility.
