From the general to specific:
base container -> Fedora server:cloud -> Fedora server:baremetal ->
Fedora workstation
From my perspective, each of those builds from the one before it. And
Fedora IoT maybe branches off from base container or possibly Fedora
server:cloud.
The connotation of "Fedora Server" to me is something that's intended
for baremetal installation. I don't know what other term exists for
indicating physical server installs, but I think such an edition or
sub-edition is still needed and the naming should help identify it.
Fedora server:cloud doesn't need libvirt, lvm, drive tools, or wifi
firmware. But a physical server needs most of those things if not all.
So how is that accounted for, in terms of naming, marketing, and image
deliverables?
