What's the purpose with this effort and process then if there will be no
change other then giving people the fake notion that they matter and this
actually will change anything ?
Why dont those that are going to be writing those tools simply do that,
package it be done with this.

something it's not?
Many people have already written many tools, and many of them have
been packaged. That has done... very little to actually improve the
general situation and especially the "out-of-the-box" situation.
Choosing tools and designing the product and the processes such that
the tools are actually used, easy to use, and the like - in short that
they actually make a difference to users is, I think, one of the
primary expected benefits of "this effort and process".
