Is Julia something that can be added to official Fedora repositories?
The Julia documentation ( https://julialang.org/downloads/platform/ ) recommends a COPR repository: https://copr.fedoraproject.org/coprs/nalimilan/julia/
but maybe this is something that can be added.

It's already part of Fedora: https://src.fedoraproject.org/rpms/julia
The question is why upstream recommends the maintainer's Copr instead.

That's very odd!
Their docs are on GitHub, so one could open a PR there (and perhaps discuss why a COPR is preferred to the standard repos): https://github.com/JuliaLang/www.julialang.org/blob/main/downloads/platform....
