Did you copy+paste the commands specified on the https://fedorahosted.org/scap-security-guide/wiki/downloads link?  There are two YUM repos that must be configured prior to attempting to install the content.  I just tried it with the above commands (the only difference is that was running as root -- that might be worth trying?) and had no issues.
