I just downloaded it around noon, MST.  It was built Jan 1st, 2013.

I got it from http://people.redhat.com/swells/scap-security-guide/rpmbuild/src/redhat/RPMS/noarch

I see an older one at http://repos.fedorapeople.org/repos/scap-security-guide/epel-6/noarch

What repo contains the latest, with your patch?

Had a chance to look at your note a bit closer.

Stuff from my people.redhat.com page is really just a landing area/scrap space, which is to say I scp my working directory there on occasion to share with people. Please don't think of it as a stable/official/credible download source -- definitely stick to the wiki RPMs (aka the epel repo)!

If you follow the "Consume" [1] section of the wiki you'll see how to enable the official yum repo, with the Usage Guide [2] giving command line examples. Note that the --cpe flag is needed (which was missing from your earlier command).
