I was unable to install scap-workbench on CentOS 6.4.

yum installed failed, unable to find the package.

I tried installing from source, but was unable to install qt qmake.

Tailoring file is special file as per XCCDF 1.2 standard. Basically it allows you to save a profile in file separated from the policy.

You can leverage scap-workbench tool to create a tailoring file. Here is a user manual of scap-workbench:
