I *think* that this is actually expected behavior if you have clean_requirements_on_remove enabled.

Hmm. Reset the box, re-installed the SSG RPM provided in RHEL.

When yum removing the SSG RHEL RPM, xml-common is removed from the
system. Guessing this is a bug?
