Great Thanks for your kindly help and poiniting me out the apparent issues!
I used to edit the kernel command line parameters with Notepadd++. The first line started with "inst.repo" below is the one i used for the first try with fedora. The second line in highlight started with "inst.repo" is the one just used today. I also tried to rewrite the parameters in a new empty text file. In either case, the trailing zero will be generated, still don't know why.
But the change on interface name did have effects and did the trick for me! :)

It did not seem to matter but it looks like the 1st device bus-ID of
the network ccwgroup triplet is 0.0.30000 instead of 0.0.3000, i.e.
one trailing zero too many?

You can also see this in the kernel messages later on:

So I would try with

instead of
ip=172.16.27.52::172.16.27.1:24:fedroce011:enccw0.0.3000:none
Without the network it cannot access inst.repo and thus does not find
the new initrd containing the installer.
Warning: /dev/root does not exist
I agree with Steffen, this ^^ message means "we can't transfer the
install.img file over the network", so reviewing and verifying network
connectivity should be the next step.
